Legally I would say that you are well within your rights to shoot kids in a public area.

That being said I personally think there is a fine line of what is acceptable, speaking as a parent. For example, I don't see a problem shooting a kids soccer match but I do see a problem shooting kids at a waterpark unless you are shooting your own kids, but I would still be careful to not take candids of other kids.

It's sad to say but in this day and age their are a lot of deviants who get off on this type of thing so I can see the concern of other parents.

I suppose there have always been deviants/pedophiles around but having high resolution digital cameras at their disposal and the proliferation of websites catering to this behaviour definitely raises the awareness.

Someone at the last colour challenge made a comment that, it would be okay and non-threatening for a female to take photos of children at the park etc, but a male to do it would raise all sorts of red flags with parents.

Just because it is LEGAL doesn't mean you should shoot without regard to the subject or subjects' parents.
Some people don't want to be photographed. You should respect that even if you have a legal right to take their photograph.
Though it may be legal to photograph homeless, people in distress, children, people with moral/religious beliefs against being photographed - one should (in my opinion) still ask for permission.
