Let's put out a list of apps for ios/android etc that allow you to save notes with favouriting a location (preferably on a map)
Would make a great tool for location scouting etc. Write down what you know/use.

How do you add comments / notes to a location?

Hrm.. yeah I see what you mean. What I usually do is put all the locations into a saved map on the web version of google maps. Then look at all those locations including their comments via iOS or Android, you can see all the details. If you were to come upon a location while out of the house, all you can do is star it. When you get home, that starred location will synch with the your web based google maps where you can save and comment. But I can't seem to figure out a way to comment/note a location via mobile.

So.. google maps kind of half works half doesnt. Allows you to save locations on a map while walking around, cant comment on them until you get home and login via web.

Hrm... never thought of using it that way, even though it bugs me for my location every time I create a new note:

Probably what you're looking for.

I have used Evernote actually, but I don't think it saves locations, does it? I have since switched to Google Keep for notes.

It does. I've never used the feature, but also never thought of using it in the way you describe here.

Yeah, theoretically looks like it might work, I'll have to try

It's a two step process, using Google Maps and your mobile browser, but it works pretty well:

This would probably work best for me as I heavily use Google Maps Saved Maps.

I was just peaking at what my iphone can do. While Evernote sounds like a really good option you could also take a photo with your iPhone which then geo-tags it and in iPhoto you can add tags to it (kinda of like your comments?). Would that work?

Why kludge notes onto iPhoto when Evernote saves pictures?
Voice memos too.

This Evernotes thing you speak of sounds really useful.

Evernote is great. I currently use it for almost all my academic work - replacing Dropbox and the text editors I bounce back and forth from. If I paid for the premium (which I will likely do eventually) I would be able to export PDFs and use it for all of my academic work except browser search. The data limit for the free version could be restrictive if you plan to use it this way - and it would work well this way. In this 2+ hour Mac Power Users Podcast Merlin Mann and the hosts spend a bit of time talking about Evernote. Merlin talks about using Evernote in this way to scout for an office property he was looking to rent. He took pics, notes and grabbed the location all dumped into an Evernote note and reviewed them later. It has a Web interface if you don't happen to have a device handy with it installed which can be handy too.

Combine with Skitch and you have a even more powerful powerful tool.

What I think I'll be doing is drop a pin in google maps app, press save and choose to save it in Keep. Keep is a note app from google, included with latest android. Also accessible through web. The nice thing is: when you save it in keep it lets you add any notes to it and just stores the map link.
