anyone know if you need a permit to shoot sugar beach across from the guvernment or that other one withe umbrellas further west ?

If you go and shoot the place without bringing tonnes of equipment then go ahead and shoot it. If you're thinking of bridal or climbing onto someone's property - then you probably need a permit

so a beauty dish and strobe is out of the question?

Contact Toronto's filming permit office and ask them if it is city property.

If it's city property you will technically need a permit. It's a pretty big deal too as there are strict rules and unforgiving costs associated with it. Not to mention mandatory insurance for damages. If you are shooting for yourself the cost will be a deal breaker (unless your very wealthy). Your probably better to chance a gorilla style shoot and take your chances.

If it's private property then I would recommend asking the owners permission first. You will usually get farther that way.
