The bill makes photographers the first owner of copyright on their photographs, which will be protected for 50 years after the death of the photographer. People who commission photographs will be able to make personal or non-commercial use of the photos unless there is a contract that specifies otherwise.

Under the current copyright act, the person who commissions a photograph, portrait, engraving or print for valuable consideration (which has been paid) is the first owner of copyright unless there is an agreement to the contrary. In addition, the owner of the negative at the time the photograph is made is considered the author of the photograph.
