A bit of an old story which has moved on somewhat since last year. These are the instructions / guidance issued to serving Met officers (London) about photography - http://www.met.police.uk/about/photography.htm.

That's not to say that authorities in the UK aren't obsessed by control, rules, CCTV, snooping, prying and general paranoia :wink: That's why I emigrated!

This is an example of an enabling law. It enables police to take certain (sometimes extreme) action. It is written in the hope that it is used wisely and not in all circumstances. That's the theory. How it's used in practice will still be determined by the participants of the criminal justice system.: judges, policemen, magistrates ect. Not all policeman will arrest someone if a photo is taken of them. The concern is that it is used inappropriately and that haviing the law used inappropriately. Much will depend on the language of the law, how it is written and if the language is permissive enough to allow it to be abused.
