I've been trying to get a glossy/oily black and white look similar to this picture below with no luck. Does anyone have any tips? Btw, I use LR2 and PS4.

Yup, good old vaseline warmed up first and then applied or baby oil works. Misting with a water spray bottle will get you that sweaty look.

So you guys think it's applying something on the subject, not post processing? Or perhaps a combination of both?

I know someone who did something very similar to this and it's primarly done on the model...

You can try and post process it via PS using the Plastic Wrap filter but it's a lot more work than doing it on the model at the time of the shoot.

just apply some paint or something like that, make it dirty, it will reflect the light
