Blue hour refers to a period of twilight where sun has set but there is still sufficient light to take photos. How far below the horizon can the sun go and still have this light. The blue hour is not necessarily an hour, at the equator it is much shorter and inside the arctic circle it is much longer.
If it wasn't clouded over in Barrie I would go out and see at sun set but it is clouded over. You would think it would be one of the def. for twilight in the Photographers Ephemeris, but it ain't.

In The Photographers Ephemeris if you click on the button marked "Twilight" it will give you the times for Sunset, Civil, Nautical and Astronomical. That will give you an idea of when the blue hour is. This website also has some info on the various definitions.

My favourite time to street scenes when the interior lighting is around the same level as outside on the street.
