this doesn't work for Lithium batteries.

Warm up before use, and this is definitely NOT for battery packs, as humidity from the change in temperature when warmed up could cause shorts in the pack.

Some batteries, lithium-ion for instance won't even charge below freezing!

Best storage temperature for most charged battery types including lithium-Ion is between -10c and 0c. Actual there is a noticeable battery life time benefit to storing lithium-Ion in 0C or below. Typical precautions are the same as for your camera when coming in from the cold: store sealed in a cool place, let it warm up in a dry place. Charge the battery at room temperature (as mike notes above). Don't store on your basement floor as this can accelerate corrosion and discharge due to the chemistry of cement.

It's all chemistry and reaction rates that for the most part double every 10C.
